Kansas Gov. Sam Brownback appears to have defeated a bill that would have prevented any new STAR bond projects in Wyandotte County.
The governor recently vetoed the measure, but the Kansas Senate last week voted to override Brownback. On Wednesday, the Kansas Senate voted down an override attempt. (The governor had vowed not to approve STAR bonds in any other county if Wyandotte was singled out.)
What set off the fight over STAR bonds? Some legislators were upset because the governor reportedly wants to use tax revenue from the Village West District in Kansas City, Kan., on STAR bond projects in other parts of the community, but without seeking legislative approval.
Area media have said the state was investigating the use of tax revenue from Village West to support the development of a new home for the American Royal in Kansas.
The STAR (Sales Tax Revenue) bonds are issued in support of major entertainment, tourism and commercial developments.
